St. Mary’s County Commissioners have been planning to move from an impact fee structure to an excise tax on new developments, which will increase revenue by over 350% – a big departure from what officials were referring to as “revenue neutral” when the excise tax switch was proposed. And at the same time, they want to raise property taxes by over 3.5%.
